A statistics council established under Finance Ministry

The regulation on procedures and principles of the Statistics Council have been published in the Official Gazette. The Council will work under the presidency of the Ministry of Treasury and Finance.

The Statistics Council will work to determine the needs for official statistics and make forward-looking suggestions. Under the presidency of the Ministry of Treasury and Finance, the council will consist of relevant deputy ministers, President of Council of Higher Education (YOK), President of Strategy and Budget, Central Bank Governor, Chairman of Banking Regulation and Supervision Agency (BDDK), President of Social Security Institution (SGK), Commissioner of Revenue Administration, President of Personal Data Protection Authority (KVKK), President of the Union of Chambers and Commodity Exchanges of Turkey (TOBB), President of Union of Chambers of Certified Public Accountants of Turkey (TURMOB), President of Tax Council, President of Turkish Journalists’ Association (TGC).

President of an NGO having the largest number of instructors and operating in the statistics field and president of an NGO having the largest number of real persons or private legal persons carrying out research activities comprising statistical results will also be included in the council. Each council member will appoint an authorized representative if they are not able to attend the meeting. 

Will hold annual meetings in March

Turkish Statistical Institute’s (TurkStat) president and vice presidents will be ordinary members of the council. The council’s president will be able to call representatives of other institutions and organizations as well as NGOs without right to voting, if he find necessary for the subject in discussion.

The council will evaluate the needs of official statistics by determining and evaluating problems faced in production of official statistics as well as identifying institutions and organizations responsible for works specified in the program.

The council will ordinarily meet every year in March upon the call of president, and also will be able to organize extraordinary meetings upon the call of president. The Statistics Council will convene with absolute majority and will take decisions by participants’ absolute majority.

Working group to be formed

The council will be able to form working groups consisting of experts in the fields considered necessary. The working groups will submit their reports at the end of their assignments to the president for evaluation in the council.

The members will be obliged to abide the privacy terms in the Statistics Law regarding all confidential information obtained through their activities in the council. 

TurkStat Presidency will carry out the council’s secretary services. The expenses to be spent for the council’s works will be met from the funds allocated in the TurkStat’s budget.
