The signatures were signed for Turkey’s first GW-level electricity storage facility established by Kontrolmatik. China’s state-owned Harbin Electric International Company (HEI) will provide a loan of USD 300 million for the first phase energy storage facility and will carry out the work on a turnkey basis.
Drawing attention with its various investments in the energy sector, Kontrolmatik, through its subsidiary Progresiva, is establishing Turkey’s largest energy storage facility. Once installed, the facility will be able to provide electricity for 4 hours with a power of 1 GWh. In conjunction with this investment, a wind power plant will also be built by obtaining a license to build a second production facility with storage. The first phase of the company’s investment will be the energy storage investment and will be financed and constructed by China’s state-owned HEI.
HEI will provide a USD 300 million loan for the phase one energy storage facility and will execute the turnkey project. HEI will also subcontract the work to Kontrolmatik and Pomega, also a Kontrolmatik group company. Pomega, a subsidiary of Kontrolmatik, had made a large investment in Ankara to produce batteries for electricity storage. Various equipment and minerals, especially batteries, to be used in energy storage facilities will be supplied from Turkey and China.
Sami Aslanhan, Chairman of the Board of Directors of Kontrolmatik, said that Pomega’s batteries will be used in the facility. Answering the questions of the ECONOMY, Aslanhan said that the total investment for the electricity storage facility will be between USD 350-375 million, and that the part above USD 300 million, HEI financing, will be covered by equity and other financing means. He noted that the WPP investment to be made with the production license obtained in connection with the storage is being studied as the second phase and that they estimate an investment of approximately USD 250 million.
Meanwhile, in the statement made by Kontrolmatik to public disclosure platform KAP, it was reported that the investment to be made in Tekirdag within the scope of Progresiva Energy Investments in group companies will have a power of 1GWh and is planned to be commissioned in 2025; the entire project, including the WPP with an annual generation capacity of 875 million kWh, is planned to be ready for provisional acceptance in 2027. The components within the scope of the project are listed as 50 5 MW wind turbines for the WPP with a total annual capacity of 875 thousand MWh, and a storage facility with a storage capacity of 1GWh that can provide 250 MW per hour for 4 hours.
Cevdet Yilmaz: Turkey’s important position recognized
The agreement between Kontrolmatik and Harbin Energy (HEI) for the financing and construction process was signed at a ceremony in Ankara. The ceremony was attended by Vice President Cevdet Yılmaz, Chinese Ambassador LIU Shaobin, and former Minister of Energy and Natural Resources Fatih Dönmez.
Cevdet Yılmaz stated that Turkey’s important position in energy supply, especially in Europe, is seen and underlined Turkey’s willingness to supply the entire region as a ‘hub’ in energy.
Speaking on behalf of HEI, Pang Sheng reminded that HEI is one of the largest state-owned companies in China and noted that they have intermediated financing amounting to USD 6.8 billion for 20 projects in Turkey and other countries as foreign investment. Explaining that they are active in various sectors, especially in energy, Pang Sheng reminded that they built Europe’s largest and most advanced paper mill in Turkey.
